Sri Tirupati Panigrahi (son of Sri Purushottam Panigrahi and Smt. Binodini Panigrahi), was born on 24th July 1955 in Parlekhemundi, Gajapati District of Orissa. Right from the childhood, he has a great vision to bring up down trodden people and make them self sufficient. He has taken up farming with 200 acres of land in garibanda Village by raising different varities of Fruit bearing and Medicinal plants. He was so successful in his venture, many small farmers followed his footsteps and reaped rich benefits.  Later he started Hi-Tech Estates at Bhubaneswar and as M.D,

Later he started Hi-Tech Estates at Bhubaneswar and as M.D, he has spread the company to all the corners of Orissa by having nearly 20,000 customers base and offered House Plots to middle and poor people on easy installments.

Then Sri Tirupati Panighrahi has turned his eyes on the field of Education. Today he is  the Chairman of Konark Public School at Jatni, Binodini Arts and Science College and also M.C.A & D.Pharma College at Parlakhemundi, a very successful Engineering College i.e. Konark Institute of Science & Technology (under Vidya Sagar Charitable Trust) at Bhubaneswar.

But his desire of serving poorest of poor made him start the Vigyan Bharati Charitable Trust. Though Orissa has made progress in various other fields, it lagged behind other states in the field of Medical Education. In view of this institution, he started Hi-Tech Medical College & Hospital under Vigyan Bharati Charitable Trust with 350 beds general hospital  in serene atmosphere totally free from pollution. The hospital has all departments and also latest equipments for accurate diagnosis.

Thereafter, he started the Cardiology Wing in Collaboration with Care Hospital, Hyderabad and Urology and Nephrology Wings in Hi-Tech Medical College & Hospital to start with the ongoing process of super specialties.

Today Sri, Tirupati Panigrahi has made his dream project a reality i.e. establishing a medical college "Intake of 100 students". The Hi-Tech Medical College & Hospital has been approved by Medical Council of India and Government of India vide letter no. u.12012/85/2004-ME(P-II) dated 14th July, 2005

Vigyan Bharati Charitable Trust already has Hi-Tech School of Nursing and Hi-Tech College of Pharmacy also.
